Quality vs. Reliability

Product developers need to have in hand the list of claims advocated by all stakeholders in a new product. These claims, or qualities, must have measurable or assessable, but 100% agreeable, targets (within agreeable variances) so that the developers can design and test the product without ambiguity.
It is within this Product Development domain of establishing and validating product claims where two disciplines, Quality and Reliability, are widely employed and misunderstood by many.
